It is a gentle reminder to help stop water waste

"Reminder to neighbors:

"Its already HOT and the water wasting has begun.  Remember to water early in the morning or late at night.  Use a drip system if possible and try to avoid the misting-type sprinklers, most of the water evaporates.  The city passed an ordinance that states that you can get a citation if you water with a sprinkler system after 10:00 am and  before 7:00 pm, hand watering is ok at any time of the day, but the morning is best.
